No Spark on top Cyl. On my E48 Yamaha Outboard

I am not getting any spark on the top cylinder on my E 48 1998 Yamaha outboard. I get a somewhat weak spark on the bottom cylinder. I have checked and re done all grounds. Please advise.

Would need to test peak voltage output of charge coils, pulsor coils and CDI output voltage with a peak reading voltmeter to see if within specs.
