Q. If the Poppet valve is jammed closed will this cause the engine to alarm on high temp when running at higher revs?

no, never saw that.
it will cause over pressure.
but typically a stuck valve will leak and overheat at idle speeds.
all that valve does is regulate water pressure between idle(5-8 psi or so) and wot about 20-25 PSI.
any excess water is dumped directly from the ex cover into the ex tube and out the prop bore.
