That's the Prime Start item, a fully automatic fuel enrichening device for cold starting of the motor....takes the place of the choke. I have it on my 1999 Yamaha 90C and it's never given a bit of trouble...

Search forum for prime start and read your service manual to understand the system.
The device you ask about is the heater unit that closes off the enrichment after motor runs for a little while

and the current/voltage from your alternator heats up wax pellet to close off the passage
