2006 Yamaha 115 4stroke problems

I have a 2006 115 4stroke. It idles fine but when I try to plane off its so sluggish/not full powered but sometimes if I throttle all the way out for a bit it acts okay. Once I stop though it starts to happen again. I have a fuel water separator and it really was pretty clean and I run ethanol free fuel all the time. Any and all advice will be greatly appreciated.

Are you getting your usual maximum RPM?
Have you measured your rail pressure?
Have all your filters been changed?
Injectors getting clogged from pump fragments and brush particles?
