Help: Overheat Light on Yamaha 25 at Idle

My coworker has his overheat light coming on at idle on his 2000 Yamaha 25 and his pisser water is smoking hot. He put a complete water pump kit and a new thermostat and gasket and still has the same issue at idle. When gets on step the light goes out and the pisser is not hot. Does this motor have a poppet valve like the larger motors? Any suggestions? Thanks in advance, Doc

the water pump housing does not come in the kit, so may need to replace that also.

Small motors do not have poppet from what I have seen
