yamaha 90 hp 4 stroke will not idle

I started having problems with this about 3 weeks ago runs fine above 1000 rpm
but when I slow down to idle it will shut down, it restarts instantly but won't idle
then after a few times it will start and idle, I did notice that when it first started doing this the shiftier was very hard while it was dying and it sometimes it will start up and run at 1500 to 2000 rpm with throttle in neutral position, I took the air control valve off and cleaned but no help,

Run a compression test, if fuel injected model then run fuel pressure test and have check for fault codes and test idle control valve.
