1997 200 HP Hesitates from idle

I have a carbed 1997 200 HP that hesitates from idle. I put the boat in the water and the engine starts and idles fine. When I leave the dock and attempt to accelerate it hesitates. I give it throttle and get no response and then all of a sudden the RPM will increase.
I don't have this problem on a hose in the driveway.

I hit a no wake zone and I go down to just over idle through the zone and no problem when getting back on plane.

I get to my destination and shut the engine off for several hours and the problem repeats.

The problem just started to happen. It was okay in the beginning of the season.

Run a compression test, check for spark on all cylinders and check to see if loosing spark when engine is running bad, check carbs are clean and synchronized correctly. Check fuel condition and filters.
