Trim and tilt affecting performance

Hi,

I have a 22hp ox66 2000 model, the problem is i cant get full throttle but if i just touch the trim up or down the motor takes off as if there is a eletrical problem! has anyone had this or can help me look for the problem? Its been to the mechanic like twenty times!

most likely a loose or corroded connection.
monitor main relay output voltage.
