I have problems with loosening off a very stiff steering action after storage of a year 1981 30hp (2 cylinder, model 689). In an attempt to clean off old grease, dust & corrosion, I've taken off the clamps that hold three rubber pads against the lower part of the "steering tube" - and hoped to be able to pull the swivel bracket down on the steering pivot shaft to get access to the upper part of the pivoting area. But the swivel bracket sits firmly onto the steering pivot shaft.
I assume this is just because of it being stuck - but before applying more force (and risk breaking something off), can anyone confirm that it actually is possible to lower the swivel bracket down along the steering pivot shaft?
