Carb float setting point-top or middle?

In the process of ressetin floats. Seloc manual says top of float for 115 which is what i have, but two pages earlier it says all must reference the middle of the float. Had it measured to the top but engine wont run, so i was thinking of setting it to the middle? Thoughts?? Thx

Just hold carb up and see if floats are level with carb body when in closed position.
