8 HP Tilt Lock Problem

I have a 1993 8-HP Yamaha outboard. I just replaced the black plastic cam that rides on the shift rod and pushes against the tilt lock plate. I inserted the cam with the arrow pointing down. the cam rotates properly on the shaft but doesn't rotate the tilt lock plate far enough for the hooks(dogs?) to release the tilt rod. Thus, the engine is locked in the down positon whether the shifter is in reverse, neutral or forward speed. Help!
