2004 6HP Runs with choke but not when choke is off

The engine runs with the choke on. When the choke is pushed in the engine bogs as soon as you give it gas and dies. It will run normal with the choke all the way out? It is like when the engine is not choked it is not getting fuel. Any suggestions? Thank you very much for your help.
