    I have a T8 outboard on my sailboat. I've discovered that the output of the leads to recharge the battery in the boat is reading between 0.9 to 1.3 volts depending on RPM.

    Unless I'm mistaking, this should be around 14v to charge a 12v battery.

    Now, what would be the likely culprit in this situation?

    The CDI? The Regulator? Something else? Any additional ideas to help track the issue?
