torque for exaust bolts 1992 90 hp

I have a 1992 90TLRQ and have 2 problems

1) While taking off the exhaust cover two bolts broke off. should I try to get them out and if so what is the best way? or could I try it without 2 bolts?

2)I am also looking for the torque for these bolts

If can vise grip bolt use a heat gun and put heat on block, otherwisew have to drill out broken bolt. Torque to 5.8 ft lbs.
