Yamaha Outboard POWER TRIM TILT issues

I replaced the gear pump assembly and the manual relief valve. the trim rams holds pressure but the tilt ram is not. Someone please help me to understand why this is happening. 1997 S150TXRV

Just to clarify, the trim works but not the tilt? Are you sure the unit is full and purged of air?

The unit is full of fluid and we bled the air for over an hour. The tilt ram still will not hold pressure

how did you try to work the air out and bleed it?
Need to work it manually several times up and down and then let it rest for a few minutes before bleeding air out and refill with fluid, keep repeating.

If you run the pump it will just aireate the fluid

Will try that today. I just want to avoid replacing the whole unit at around $2500. Thanks for the feed back. If I still have a problem I will repost
