    not enough info

maybe bad fuel pump, but that would not effect all cylinder plugs

Maybe you have a carb leaking/overflowing...remove cowling and look around for some fuel leaking...

Two stroke? if so, the red lever is an emergency starter valve that provides excess fuel when you're in trouble. If you can't run it in the normal position per the owner's manual, I suggest a complete thorough cleaning and carb rebuild. I suggest only buying the individual gaskets needed here, getting a service manual and keeping a cold six nearby. No special tools needed and should take less time and grief than schlepping to a marina. Carb cleaner and compressed air help. The middle carb on our '04 has an electrothermal valve that serves the same purpose as a choke.

The other stuff also suggests carb issues often caused by ethanol eating the fuel hose and related plumbing from the tank. If so, you'll be right back where you started if you don't replace all with material listed for ethanol resistance or low permeability.

Owner's manual can be downloaded and service manual can be bought through Yamaha's site.

Good luck and keep us posted.
