Problem with charging system on 60hp 4stroke

Really in need of help.... We changed the rectifier/regulator on our 60hp 4 stroke last year and now we have replaced another one. We have hooked up a charger to the batteries and watched as the charge went from 75% down to 64% and nothing will be on. The motor is off the lights are off and the radio is off. It will show 12.7 volts but never goes up to 13.8 volts.. Does anyone have any suggestions as to what we can do or what might be wrong....HELP HELP HELP if you can....

You might try isolating the battery while charging the battery. See if it holds a charge when disconnected from the engine and other electronics.
