2002 70hp tilt

the tilt motor runs but tilted down very very slow didn't even get down far enough to touch trim pistons then coming up it barely moves the engine if you what a minute or so it will move it a little more.. the tilt motor runs but it doesn't sound "strong" it sounds like its barely turning

Always check easy stuff first. Fluid level. Battery connections, could be low voltage because of corrosion or loose terminals. Tap gently on motor and see if the motor picks up speed. If it does, brushes in motor are stuck or worn or oiled. Be careful with taps, do not want to crack magnets in motor. If it does pick up speed you must inspect motor brushes. This is not for novice though.
