703 control box help

i have a 1997 yamaha 60 horse 2stroke with a 703 for push to open throttle it will go in to gear and rev up but it wont go out of gear unless you take the throttle cable off and the fast idle will rev up and rev down but it dont lower all the way unless you force it and if you disconect the throttle cable it will shift easy Is it out of ajustment??? or what thanks

Have you had the back of the control box lower plate removed to check that the cables are still in the lock position.

I GOT IT IS WAS OUT OF AJUSTMENT ON THE INSIDE OF THE CON***** BOX CABLE END TOOK IT OUT ALL DAY TODAY AND NO PROBLEMS
