trim and tilt motor

I have a 1999, 40hp, 2 stroke outboard. When I try and tilt motor up or down all I get is a click from the relay, with no movement at all. I tried to bypass the relay by connecting the blue and green wires directly to the battery, and still nothing at all. Do I need a new tilt and trim motor
(part# 62X-43880-00)?

If you connected wires going to trim motor direct to battery and didn't run then yes trim motor needs to be replaced.
