I have a 2003 60 hp. Yamaha, which is oil-injected. About once a month i'm having to replace the spark plugs. The plugs get fouled and the motor will run, but i'm not able to throttle up. I have a buddy with the same style of motor and he is having the same problem. Does anyone have any suggestions.

Check the owner's manual and make sure you are running the correct spark plugs.
Make sure the oil pump linkage is bottoming out on the stop pin when throttle is at idle - could be you are burning too much oil.
You could be running too rich due to faulty carbs. First check the choke butterfly valves and make sure they are not partially closed when the choke is unenergized. Also, if the motor has been allowed to set up for more than a month w/o being run, then the carbs may be clogged up due to gum/varnish. You could try a shock treatment with a detergent like SeaFoam - if that doesn't help, then you could remove the jets and squirt some Berryman's Chemtool into the orifices. Replace any o-rings at the ends of the jets that are distorted or cracked. If that doesn't help, then a carb teardown, cleaning, and kit install may be in order.
