"damper" function

What do 5 and 6 in the illustration do? What if they are missing? Seems to block off the exhaust from going over toward the water pump.

Yes it is to seal the exhaust area.

One of my motors had it missing with no apparent problems. i guess the water pump would get hotter without it?
