3hp runs poorly and stalls

I am having a problem with my 3MSHY 3hp motor.
When I start it runs with the throttle out, then sputters and stalls.
If I turn off the fuel it runs fine until the bowl is dry.
If I turn on the gas it sputters and stalls, unless I turn it off again and the it repeats the same procedure of running normal until the fuel is used up.
In short the motor will not run if the fuel on/ off is left in the on position.
I am suspecting a problem with the fuel pump or float.
Any suggestions?

Sounds like need to remove and rebuild carb.
