I change thermostats every other year, and looking at another sheet and saw a valve pressure control valve, gasket, groument, and spring. To my knowledge on a pair of 225's which are 1997's. What purpose does it provide, and I assume it should be changed how offten?

The water pressure control valve (poppet) is normaly closed. This allows cooling water to reach the top of the cylinder block. The symptoms of an poppet valve that is stuck open would be over heating at idle.
At higher RPM the poppet opens under pressure to dump water. It works in combination with the stat. When the engine is hot and the stat opens, water pressure will drop and the poppet will close to allow more cooling.
This balances water pressure and volume with temperature.
