Yamaha 40hp 2 stroke cut off after 1500rpm

Yesterday I was all day on the water at the time to go back to the ramp I start going back and every time i want to speed up the motor stop after 1500rpm. can some body help me

Majority of the time it ends up fuel related, but it is easy to test compression, and then spark and timing at problem RPM to make sure they are all good. If all is good then you are left with a fuel problem.
Test fuel pressure and vacuum if that is good then clean carbs

I clean the carburator 8 month ago. but how I can Test fuel pressure and vacuum.
