The starter and the switch (start and neutral) are good but the starter will not turn unless you put jumper cables on it or on the solenoid. Putting jumper cables on the solenoid will make the starter spin without having to push the start switch. Does this mean that the solenoid is good? Bottom line the engine will crank manually but not electrically.

So you shorted across the solenoid contacts and did not jump from battery to solenoid. If that is the case then he is correct, need new solenoid.
If you were jumping from battery to solenoid to make it work, then it could be a cable or connection
