battery not recharging correctly

What is the expected charging voltage of my 12v 38amp battery when the outboard is idling ;there is 12.1v when off.

We don't know what motor or charging system you have but if you connect a voltmeter to battery, with engine running voltage will slowly increase over a 5 minutes or so.
