2003 F115 TPS adjustment

I have to turn my TPS clock wise as far as it will go to get .703 with throttle valve opening at 0. It is supposed to be .732 +- .014. is this a sign that my TPS is bad? or is there something I am missing?

If you are using the correct wires to test output voltage then must be bad TPS.
