Power Tilt Problem

I have a 1990 Grady with twin Yamaha 150HPDIs. The boat sat in the water for a while when I had medical issues, now I have a problem. The power tilt works very slowly on both motors, it really strains to raise the motors. I have two batteries and two Perko switches so I've tried each motor on each battery and each motor with both batteries. I even tried a new larger battery. I don't know what would cause the identical problem in both motors, my first thought is a bad ground somewhere, maybe in the binnacle? Any advice is appreciated.

Have to checked to see if the motor's tilt tubes or the pins in the tilt are binding up from corrosion/rust?
