2002 f200 thermostat

Attached is a pic of the top housing of the starboard side thermostat. Today I was checking the engine and found a hole on top of the housing. Is there suppose to be a hole on this? If not how do I fix it?

First picture to the left of the fly wheel u can see the hole.

Second picture is a close up.

Is that a sealant or silicone around the hole?

Sorry, I have not looked at one of those before, If there is water coming out of it, I would replace the cover.

I used a as screw and bolt and some KB weld. This should hold for years. Not sure how the hole happen in the first place. Here are some picks on the repairs.
