Lower unit oil seals Yamaha 250 2001 I had wire line take out the outside seal

There are two oil seals right before the spacer for the back side of the prop the manual has the seals to be installed 4 millimeters deep I cannot drive the second seal in that far is there a better way to install as I can only get the second seal flush and then cannot get the spacer tight enough on the tapered prop shaft I have thought about cutting the flange off the spacer to allow enough clearance e between it and the seal I also have tried driving the outside seal backwards or lips in and still cannot get the needed clearance
