1998 250 hp yamy

Im having tim motor issues , sometimes it will trim up and sometimes it will trim down , on occasion whilst tilting down the trim cylinders start to move . Ive stripped it down , cleaned it , fitted a new manual release valve andam now banging my head , any ideas ?
