Lower cover mount

I have a '02 200 hdpi and like many I have to replace my lower cover mounts,I have the parts from Boats.net. There are two tabs on the inside of the mounts each with three ribs,Where do i mount the "o" ring and how do I prevent this from happening again.

The rubber grommet goes in front holes of cover to hold cover in place when push over pins on mounts.
