SWIVELbracket base reair

Have a 2004 4 stroke 8 hp T8plrc part number 68T-4331-10-4d which is broken have stripped off all you can and still can not get it off !Can I get it off by splitting the lower case ,which will work the best ? Do not want to take the cylinder head block off !!!!

The engine will have to be be removed, motor mounts, steering arm, just about everything.
