P60 Tiller handle bolt removal

Hey guys, my tiller handle was starting to not stay up so I decided to try and remove the bolt. First off I noticed it had been over tightened to keep it up.

After days of penetrating oils and nicely hitting it with a impact air wrench I can't get the bolt free. It turns about a 1/4 turn and that's it. The nut it not the problem, it's everything else.

Any tips or tricks you guys use? Or do I try to get in-between and handle and bracket and cut the bolt?

Seems like if it'll move 1/4 turn then you could work it back and forth and get it off, but otherwise a nut-breaker or a hacksaw or a Dreml Tool to cut it off. I'm guessing the nut is in pretty tight quarters for getting at it with a tool. Good Luck!
