2001 sx225turz higher rpm hesitations

Okay I have changed the filters in the high speed pump along with the fuel and water separarators filters and I still get alot of hesitation just as it is getting on plane and it will not stop hesitating??
Any thought as to what it could be?

test low pressure lift pumps
test and clean 02 sensor
change plugs
test plug caps
