1987 9.9 carb problems

Hi I need help from anybody that's had experience with this carb...it won't idle smoothly and bogs before accelerating under a load..it's been soaked and cleaned twice...I've replaced the two rubber diaphrams in the carb this carb has little plunger in a glass tube on top...how do you adjust this carb is #6G8-14301-01-00...would appreciate any advice
