Issue getting on plane

I have a 06 F250 on my 23WA and have a fuel restriction/ethanol issue. The engine has been on the boat for about six trips and it has done this the last few.... The boat will sometimes not want to plane off, other times it jumps right out. The times it struggles it will only get to 3600 RPM's at WOT and after 15-30 seconds it will slowly ramp on up and plane off. Same load, same trim on the same trips so weight, sea conditions are not the cause. The primer bulb is not sucking down during this. I have one of those clear fuel water separators and I have drained it. Didn't look to have any water. The fuel filter on the front of the engine looks OK the ring is not floating. Is there another filter that could be clogged. Or maybe a fuel pump issue. Just wondering if anyone else has had similar problems.

Probably needs VST removed and cleaned and high pressure fuel filters replaced, need to have fuel pressure tested.
