Power trim motor toast?

Have a 2006 50hp yamaha 4stroke and the power trim doesnt work, initially it sounded like a low battery problem because the trim motor would slowly die down and not function, but the engine starts fine and a battery charger said the battery was ok. Now it whirs a tad lowering and nothing when you try to raise it, could it just be low on hydraulic oil? also you can hear the relays click when trying it up and down. Just wondering what the problem might be
maybe something cheap and simple.

Check to see if it is getting the proper voltage to the motor and use a clamp on DC amp meter to see how many amps it is pulling while running
