I have a 1991 70 HP Oil Injected Outboard. I was helping tow another boater and lost my key. I went to a dealer and he gave me some master keys to try, as he wasn't sure if he could help with a 20 year old engine. I found a key that turns the ignition switch on, but the starter won't work. All the dash components work. BUT, when the key is turned on, you can take it out of the switch without turning it off. Is this the wrong key? Is there a part of the key that needs to make contact before the starter will engage?
