98 yamaha wave runner 760

I have a yamaha wave runner 760. The starter would sometimes keep spinning when I tried to start. This weekend it finally quit. I don't get a click (like a dead battery) but more of muffled thud when I try and start.

My thought is that it could be the starter or the relay. I tried to locate both but couldn't. Can someone describe the location for both these items and if it is hard to replace either.

Starter relay is inside electrical box, starter is below exhaust manifold on engine, starter drive is behind flywheel on front of engine.
