2000 250 efi cutting out at 4000.

my 250 salt water series is cutting in and out when i try to throttle up over 3900 rpm. It runs well up to that range. it is worse in ruff water. I get the odd spike in rpm as well. I have cleand O2 sensor, plugs, drained filter and vapor tank. where to go from here???

need to monitor rail pressure, did you clean/replace vst filter ?
