my c30elrv yamaha outboard

Hi, Just bought what I think might be a 1997 30 hp with the following serial number: 611 l 403059 w , not realy sure about the year. It starts manually ok but the electric start control model 703 is not getting to the starter. if I jump the smaller dia brown wire to the large post the engine will start. I would like to know where to look for the problem. Also was looking for the fuse under the hood but can not find it.
The ends of my control cables look like a threaded 10-32 rod with a nut, how do I make the connection to the shift and throttle ? Also where can I buy the fittings I need?

Model c30elrv is a 1997. May have a bad neutral switch inside 703 box preventing it from starting.
That model number is a remote control model not a tiller handle model, not sure what parts may have been changed to make tiller work.
