Stabilizer Sheared off

I have a 2001 Yamaha xl800 waverunner. The left side stabilizer broke away from the hull. Three of the four screws sheared off. Does anyone know how to re-attach the stabilizer?

great info on the bracket for replacing the stabilizer. but how do put the back plate on to attach the bolts. is there a way to get under the gunnel to get behind there to insert the plate?
