25hp ELHC starting problem

My 25hp 4stroke ELHC with electric start suddenly and without warning developed a starting issue. When I push the start button, I get a click in the starter. I can continue to push several times (sometimes a lot, sometimes not so much), and the starter will engage. Sometimes the starter will start to move then stop. The wiring connections appear OK. Thanks for the help

Probably a bad starter relay but need to load test battery and check battery cables are in good shape.
