1998 waverunner XL 760

So, we have a full day on the lake with the Waverunner. The next day we drop it in and the enigine will not turn over. It cranks but wont turn. I do the basic...is there gas? Are the wires connected? Yada,yada....... I decide to take it to the auto shop up the street. I asked them to do a yearly on it. Plugs,filter, new gas, check the carb and so on. The charge me $100. I put it in my garage for 3 weeks. Did not use it once. Last week. Drop it in the water. Nothing!! it cranks but wont turn over. Took it back to the shop and explained the situation. They call me 2 days later and say" It's an electrical issue and we cannot find the electrical diagram from this model. I have looked on the internet but cannot find a DETAILED diagram. Can anyone give me some advice here. The shop told me if I get the digram they will try to figure it out.

It would be best to post on a wave runner forum instead of an outboard one.
Also there is problem with your terminology, in my world turn over means starter turns motor and cranks could mean fires up but not necessarily.
