89 excel tps.need help

I just put my new tps in and set it at .41v but when I go wot u get between 3.8 and 4.0v. When I take it for a test spin in the water at wot all I get on the tach is 5000.is there any other adjustment.

TPS numbers look good.
what did it turn before the old TPS failed and when was the last time it would turn that high?

It turn 5800 about year and half ago. I had to put a new CPU in it this year.
