After sitting for 2 years, our 9.9 HP 4 stroke outboard wouldn't idle when started, but would run when holding the throttle open.
Fast forward about 2 weeks, new carburetor WITH air intake adjustment. Now it works, but it will not hit full tach. It stops at 3000 RPM.
What's happening? Everything's connected right, and all seals are in place.
Anyone have an idea as to what's going on?
