milky oil in bottom carburator

I just bought a Yamaha 1991 C85TLRP and it fires right up but wouldn't get on plain on 17'cc Proline 1991. Took home and found oil in bottom carb, cylinder never fired. Took carbs apart and clean but still getting milky oil into carb. Is this a head gasket? lower seal? or bad cylinder? any ideas!

The only oil to that engine is mixed in with gas, check gas in tank.
