I have a command link tach in the lock position after being installed. How do I unlock it?

Not sure what you mean by locked position, when install you do have to complete the intial setup to get all functions working.

We did do the initial setup and the tach doesn't go to "0" it only has a solid line. According to the owners manual it's in locked mode and won't work until unlocked.

then its not locked.
may not be installed correctly but its not locked.
go back through the command link installation instructions and re-initalize it.

on the box it didn't say plus but when I ran the # it came up as being a command link plus but we don't have y-cop. Does the plus have a lock mode?

plus is Y-cop capeable.
dunno how but you could have triggered it somehow.
if you did trigger Y-cop take it to a dealer.
try to many times and it could permanantly disable the engine ECU.
myself I would double check the main harness connector at the engine for the command link buss,check the hub at the dash for correct installation of any devices.
devices being tachs,speedos,tri ducers and such.
the gray terminating resistor MUST be installed at the last unused buss port.
